Topic 1 concerns a video where the Federal Court of Appeals for the Eighth Circuit which reversed a lower court’s decision and ruled in favor of Bourbon (Missouri) Police Officer Carl Storm who fatally shot unarmed driver Gary Wenzel. Wenzel was killed by Off. Storm after a lengthy vehicle pursuit after which Wenzel bailed out of the car and aggressively charged the officer. The appeals court ruled using the “objectively reasonable” standard and noted that “the use of deadly force is reasonable where an officer has probable cause (not absolute certainty) to believe that a suspect poses a threat of serious physical harm to the officer or others.” Wenzel v.
