Topic 1 concerns a new study that has concluded the real reason for a spike in homicides and shootings in Chicago (Illinois) is because of a reduction in proactive stops by Chicago Police officers. The 96-page study discovers that the proactive stops drastically declined at the end of 2015 and stayed there. But the most damaging information is the fact that the Chicago Police Department entered into an agreement with the American Civil Liberties Union (ACLU) that required officers to complete a 2-page form with 70 entries for every investigatory stop made. The completed forms and data are then forwarded to the ACLU for database entry. The Association for Los Angeles Deputy Sheriffs (ALADS) was referenced in the article.
