Topic 3 concerns a federal jury ruling that Pennsylvania State Police Cpl. Michael Felsman, Cpl. Daniel Nilon and Trooper James Sohns violated the rights of arrested motorist Joseph Watley for driving too slow on an interstate. Watley was driving 48 mph in a 65 mph zone and was awarded just $3 because the conduct did not cause him actual harm or injury.
