Topic 1 concerns the issue of law enforcement agencies using versions of neck restraints (i.e. carotid restraint technique, neck hold, chokehold, etc.) after Las Vegas (Nevada) Police applied the technique to Tashii S. Brown who became unconscious and died. American Civil Liberties Union (ACLU) of Nevada Executive Tod Story, former New York Police (NYPD) Officer Eugene O’Donnell and District Attorney Steve Wolfson are quoted in the story. Reference is also made to the NYPD case involving Eric Garner.
