Topic 1 concerns a jury determining that Los Angeles Police Department (LAPD) Officer Francisco Marinez violated Charly “Africa” Keunang’s Fourth Amendment rights and supervisor Sgt. Chand Syed should have intervened in the deadly shooting. A $1.9 million settlement was reached in this civil lawsuit before the damages phase of the trial began. Keunang was a transient from Cameroon and was a homeless man on Skid Row in Los Angeles where he was killed after grabbing an officer’s gun. U.S. District Judge Terry J.
