Topic 1 concerns a video of Vineland (New Jersey) Police officers confronting Rashaun Washington who stated that he was armed with an explosive device. Rashaun was fatally shot when he refused to follow commands and charged an officer. Police later determined that he had a pair of garden shears under his shirt that he was representing as an explosive device.
