Topic 3 concerns Kirkersville (Ohio) Police Chief James Hughes Jr. who was found unresponsive in his home and pronounced dead. It was later determined that he died from acute intoxication by fentanyl and appeared that he had been removing controlled substances (illicit drugs) from the department’s evidence room.

Topic 4 concerns Boston Police officers in the City Wide Drug Control Unit being refused access into the Dewitt Community Center by a worker while serving a search warrant. The officers were also forced to watch a co-worker fighting with a juvenile suspect, while he was being kicked in the face and upper body, inside the center through glass doors.
