Topic 1 concerns deceased Weymouth (Massachusetts) Police Officer Michael Chesna who was struck in the head by suspect Emanuel Lopes with a rock. Lopes then took Off. Chesna’s gun, fatally shot him 10 times, got into a shootout with another officer and fatally shot innocent 77-year-old civilian Vera Adams who was in her house. Police Chief Richard Grimes slammed the country’s negative attitude surrounding police use of force and suggested that the resulting hesitation from police can get them killed.
Topic 2 concerns California Assembly Bill 931 (a.k.a. AB-931) which rejects the U.S. Supreme Court’s REASONABLENESS standard and mandates a NECESSARY standard for the use of deadly force by California LEOs. Reference was made to Black Lives Matter, the ACLU, Graham v. Connor and Force Science Executive Director Bill Lewinski, PhD.
