Topic 1 concerns the City of Sacramento (California) voting unanimously to pay nearly fifty (50) gang members suspected of committing most of their gun violence a stipend up to $1,000 per month for nine (9) months in order to curb future gun violence. The program involves a three (3) year contract with Advance Peace for $1.5 million and includes cognitive behavioral therapy and life coaching.
