Topic 1 concerns a video of Los Angeles Police (LAPD) officers encountering stabbing suspect Guillermo Perez who was armed with a large serrated knife and a metal folding chair. After failing to obey the officers’ commands to drop the knife, officers announced they were going to fire non-lethal bean bag rounds at him which they did ineffectively because Perez used the metal folding chair as a shield. Perez then moved towards homeless bystander Elizabeth Tollision, grabbed her and placed the knife against her neck with both hands. Officer then fired 18 times, fatally shooting both suspect Perez and hostage Tollision.
